On July 16, 2023, the Directorate General of Migration Management issued an official statement:

"To prevent overcrowding, we regularly analyze the density of foreign populations in provinces, districts, and neighborhoods, and take steps to reduce it.

In line with this, registration for Syrians under temporary protection in Istanbul was closed in 2019.

In January 2021, new residence permit applications in the Fatih and Esenyurt districts of Istanbul were also stopped.

Following an assessment in October 2022, several other districts, including Avcılar, Bahçelievler, Başakşehir, Bağcılar, Esenler, Küçükçekmece, Sultangazi, and Zeytinburnu, stopped accepting new residence permit applications.

As of July 1, 2022, a total of 1,169 neighborhoods across 63 provinces, where the foreign population exceeds 20% compared to Turkish citizens, have closed registrations for foreigners. In Istanbul alone, 54 neighborhoods are closed.

Contrary to some claims, residence permits have not been suspended in 39 Istanbul districts. Currently, only 10 districts are closed to new applications. We continue to monitor and evaluate spatial concentration.
