Are Closed Neighborhoods in Turkey Reopened for Residence Permits?

Until recently, foreigners searching for a home in Türkiye often checked lists of “closed” neighborhoods before signing a lease. These lists showed areas where new foreign registrations had been restricted. The situation has changed. This article answers what the change means for an application in Istanbul or elsewhere in Türkiye, and why a previously restricted address does not guarantee approval.

Have closed neighborhoods been lifted in 2026?

For residence permit applications, the former closed-neighborhood rule has been lifted in current administrative practice. An old designation of a district or neighborhood as closed should no longer, on its own, prevent an application using an address there. This affects the old question “Is this neighborhood on the closed list?”: that list is no longer a reliable way to decide whether your residence permit can be filed.

The closure policy previously applied to different forms of foreign registration. This page concerns residence permits; do not assume that the same procedures govern temporary protection or international protection. Government pages publishing the older lists remain accessible. We have not identified a publicly posted, nationwide repeal notice setting out every category and its effective date, so applicants should verify the current handling of their specific address with the competent authority.

Which neighborhoods can I apply from?

You can use a real residential address that you can document, including an address in a neighborhood that appeared on a former closed list, provided the relevant migration office accepts the address and you meet the conditions of your permit type. The change applies to the former neighborhood restriction; it does not make every property suitable for every application.

For example, applicants researching Fatih, Esenyurt, Başakşehir, Bağcılar, Avcılar, Bahçelievler, Zeytinburnu or another Istanbul district may encounter articles that still call those areas “closed.” The historic label alone should not decide a 2026 residence permit application. The same practical check matters outside Istanbul: confirm the exact province, district, neighborhood and apartment rather than relying on an old province-wide list.

What still matters for a residence permit?

• Your permit category: tourism, family, student, property ownership and other grounds have different requirements. A lifted address restriction does not create eligibility for a category.
• Your actual accommodation: the address in your application must match where you really stay and your supporting lease, title deed or other acceptable proof.
• Legal stay and documents: the authorities assess your entry and stay status, application timing and the documents required for your chosen category.
• Address registration: receiving a residence permit and registering or updating your address are distinct processes. Additional documents or an address check may be requested.
• Individual assessment: the Provincial Directorate of Migration Management decides the application. No address, former closure status or online guide guarantees approval.

How should I check a neighborhood before renting or applying?

1. Get the complete address, including province, district, neighborhood, building and flat number.
2. Identify your residence permit type and whether this is a first application, extension or change of category.
3. If the decision affects a lease or application deadline, ask the relevant Provincial Directorate of Migration Management or YİMER 157 about your exact situation.
4. Prepare proof of genuine accommodation and check that the application details match your documents before submitting through the official e-İkamet portal.

Why do old “closed neighborhood” lists still appear online?

The Presidency of Migration Management’s 2022 neighborhood closure notice and the Istanbul directorate’s 2023 statement document the previous restrictions. They are useful historical records, but should not be presented as a current list of addresses where residence permit applications are forbidden.
